“night vision” webcams?

Hello. I am looking for a decent “night vision” webcam for one of my client. I have been testing a few, including a dome cam from gadspot, which turns out to suck in low light. I also have a Panasonic that i’ve been running for a while (http://www.yegcam.com/showpana3.html — you can see the low light on early evenings Eastern Time) which is not too bad, but it’s not a dome cam. This camera is to go in a dark kennel, so 360 degrees panning is a nice option to have. Does anybody have any experiences to share with “night vision”? We’re looking at spending about $300 on that camera, preferably IP cam.
